A graveside service for LTC Cecil O. Locklear, Jr., U.S. Army Retired, will be held at 11am on Monday, August 3, 2015 at Fort Jackson National Cemetery, with full military honors.
Mr. Locklear passed away on June 17, 2015 at the age of 72. Born in Durham, North Carolina, he was the son of the late Cecil O. Locklear, Sr. and Betty Rae Montsinger Locklear. Cecil earned his master’s degree from the University of North Carolina. In 1981 he married Ria Katharina Ohlhauser.
He served on active duty for over 24 years, retiring from the Army in May 1990. Cecil was stationed and lived after retirement in Heidelberg, Germany for 16 years with his wife. He was the Deputy Chief of Staff for Engineering at the U.S. Army Headquarters in Heidelberg, Germany and a courier for CENTAG.
He was a professional ski instructor and certified Red Cross Ski Patroller, and a member of the International Ski Club in Heidelberg. In 1996, they moved to Columbia, South Carolina and lived in Wildewood. His passion was skiing and golfing. In 1997, he opened his own business, System Solutions, LLC. He was also a member of the Wildewood Country Club and President of his Homeowners Association.
Cecil is survived by his children, Charles and Tina Locklear; sisters-in-law, Ilse Markus and Evi Ohlhauser; brothers-in-law, Hans Ohlhauser and Rudolf Ohlhauser; nieces, Christine Markus and Sandra Hardee and family; four nephews and a niece, numerous other relatives in Germany; several close friends. He was preceded in death by his wife, Ria; sister-in-law, Edith Ohlhauser.
He will be dearly missed by his family and friends.
